| Abstract | The travel times from each community to downtown Minneapolis, downtown St. Paul, and the Mall of America are derived from the Twin Cities Regional Travel Demand Model. For this travel time data, the shortest path defined by congested travel time between all pairs of Transportation Analysis Zones was traced and tabulated in both the AM peak hour and the PM peak hour for each of the years reported in the data set. The values from the center of each community to downtown Minneapolis, downtown St. Paul, and the Mall of America were then extracted and reported in the data set. Inputs for the model consist of projections of the population, households and employment in future years allocated to Transportation Analysis Zones. The anticipated highway network (existing roads plus planned improvements) is also an input to the model. Additional information on the model can be found in Appendix F: Clean Air Act Conformance of the Transportation Policy Plan.
